Sir,
I have the honour to submit for the significa- tion of His Majesty's pleasure Ordinance No.19 of 1933,
intituled "an Ordinance to apply a sum not exceeding
"twenty-seven million twenty-nine thousand two hundred
"and thirty-five dollars to the public service of the
"year 1934", together with the Attorney General's report
thereon.

Copies of the draft Estimates of Revenue and
Expenditure for 1934, of the introductory address by the
Colonial Secretary and of other papers in connection with
the draft Estimates were forwarded with my despatch No.
504 of the 4th October, 1933. Copies of the report
(uncorrected) in the South China Morning Post of the
proceedings at the subsequent meeting on 12th October,
at which the Bill was passed, are enclosed with this
despatch.

The basis on which the Estimates have been
framed is the same as that on which they were framed a
year ago, namely to preserve a surplus balance of ten
million dollars. When the draft Estimates for 1933
were drawn up it was anticipated that the year 1933
would close with a surplus of $10,616,131. The revised
